ADTA Student Georgia Chronological Pre-License Checklist

Before Applying for Your Dealer License

  1. Find a Location - Use Google or an AI search tool using terms such as Georgia Dealer Broker Office or Georgia Dealer Lot For Rent or Sale.
  2. Verify the Location Is Properly Zoned - Make sure the location is zoned for a dealer license. If located in a city, contact the city hall office that handles zoning. If located in a county, contact the county courthouse.
  3. Order Dealer Sign-Can order from any sign or printing company
  4. Create Business Entity - Secretary of State business name search and registration, Federal Tax ID Number, and Georgia State Sales Tax Number. Our Business Registration Agent Tracy Newman can assist you with creating your Georgia Business Entity if needed.
  5. Obtain Dealer Surety Bond - An automated bond quoting system can match your credit score to a bond carrier that specializes in issuing bonds to dealers with your credit score. Click here for the ADTA Bond Quoting System.
  6. Pre-Register for Fingerprints - Must enter code 2TGK94 in the Service Code box or fingerprints will not be registered correctly.
  7. Obtain Local Business License - If located in a city, obtain a city business license. If located in a county, obtain a county business license. This can be done on your city or county website. Some cities and counties in Georgia do not have business licenses.

Documents to Scan and Save on Your Computer

  1. UMVD Zoning Certificate - Must be notarized by local zoning authority.
  2. Citizenship Affidavit
  3. Secure and Verifiable Document - USA driver's license, state-issued ID card, USA passport, Permanent Resident Card, Temporary Employment Authorization Card, or I-94A.
  4. Copy of ST-2 Certificate - Georgia Sales Tax License.
  5. Dealer Surety Bond and Attached Power of Attorney - Click Here for Surety Bond Quote

  7. Photographs of Office/Sales Room, Outside of Building, Dealer Signs, and Display Lot (brokers don't need a lot)
  8. Dealer Seminar Certificate of Completion - Received at the end of dealer training class.

Additional Documents You May Need Depending on Citizenship and Arrest History

  • Court Documents - Arrest records, adjudications, etc.
  • Letters of Explanation - Explanations of arrest records, adjudications, etc.
  • Disciplinary Action Documents - Sentences received, previous license suspensions, etc.
  • Immigration Documents, if Applicable - Lawful alien information.

Georgia GOALS Account and Dealer License Application

  1. Create Your GOALS Account - Click the Georgia Online Application Licensing System link to create your account.
  2. Watch the GOALS Instructions Video - View this video for GOALS Instructions .

What Happens After You Apply

  1. Complete Your Fingerprints - After the Board reviews your application, they will send you an email instructing you to complete your fingerprints. Log back into the IdentoGO website to schedule and complete your fingerprints.
  2. Secretary of State Inspection - You will be contacted by a Secretary of State Inspector to schedule your quick building walkthrough. This should only take a few minutes.
  3. Receive Your Dealer License - After your Secretary of State inspection, you will be notified that your license is approved. The Board will email you a link to log into your GOALS account and print your license. Be sure to display your dealer license, sales tax license, local business license, and your surety bond.

Dealer License Plates

  1. Complete Form MV-6 - Before ordering your dealer license plates, complete your Dealer License Plate Order Form MV-6 , then scan a copy on your computer.
  2. Apply for Dealer Registration - Visit Georgia E Services , scroll down to the bottom of the page, and click Apply for Dealer Registration to order your dealer license plates.
